Small businesses must either grow to be large businesses, be sold (often driven by illness or retirement), or accept an eventual demise.If you cannot sell your business with your contract backlog intact and secure, then there is no market for your company.  If you sell to another small business, chances are the new entity will cease to be small.  SBA did a "knee jerk" reaction to instances of fraud that they could have dealt with under existing legislation.  In fact, much of the "pass through/front companies" have been created by congress.  Native and Alaskan Native companies don't have any competitive limitations including the fact that they don't have to run the companies themselves.  Yet they get contracts with no restrictions, no competition, no ceilings, and again no requirement that Native Americans, Alaskan or otherwise be involved in leadership.
